Calling a bowler consistent requires a bullseye, and the bullseye is usually assumed rather than derived.

Consistent at what, exactly.
That is the question the metric never answers. Consistency is variance around a target. Small variance, high consistency. Fine. But variance around which point? Analysts typically take the bowler's own median pitching spot and measure spread around that, which produces a number describing how repeatable a bowler is, not how good the repeated thing was. A bowler can hit the same wrong length forty times and score beautifully.
The alternative is to define an ideal length for the surface and measure distance from it. Now you have imported a judgement. Whose ideal? The good length band on a slow, low pitch sits further up than on a bouncy one, sometimes by a metre and a half, and it moves again depending on the batter's height, the field, and whether the ball is fifteen overs old. So the target is a moving object, and the metric that depends on it inherits all that movement without ever declaring it.
Both versions get published as though they measured the same thing. They do not. One is about the bowler, the other is about the bowler relative to conditions, and mixing them is how you end up with a spreadsheet insisting a bowler improved when what actually changed was the pitch.
There is a further wrinkle I find genuinely interesting. Perfect repeatability is not optimal. A bowler who lands every ball in a two ball wide box becomes easy to premeditate against. There is an argument, and I believe it, that the best quick bowlers maintain a controlled amount of variation on purpose, and that our consistency metric would score that deliberate variation as a flaw.
If a metric penalises the thing good practitioners choose to do, the metric is measuring the wrong quantity.
What I would want instead is variance conditional on intent. Was the ball meant to be there? A pitch map cannot tell you. A bowler can, and some analysis groups now record intended length before the over and compare it with the outcome. It is slow, subjective, and it captures more than any heat map I have seen.
Until that becomes normal, treat consistency figures as a description of a bowler's habits rather than a verdict on the quality of those habits. They are a spread, not a score.
The bullseye is the whole argument, and it is the part that stays invisible.
